washed out, heavy rain and high winds sweep maryland. school closed, homes flooded. tonight what's next for the powerful system. hi, i'm kai jackson. >> i'm mary bubala. here's what people are talking about tonight. rain and rising water creating dangerous conditions across maryland tonight. wjz was in rosedale today when pulaski highway quickly flooded causing firefighters to jump noon action to save a trapped driver. we're starting to see the storm's threat to area homes. jay chopper 13 over miller's island where high tide is moving in and threatening homes there. we have folks on kayaks that remind me of when tropical storm isabel rolled ashore three years ago. right now, the water pushing in on the inner harbor promenade. a live look outside right now. police have shut the area down and are urging city residents to stay away.

wjz is live with extensive first warning weather coverage. let's go to bob turk and update the incredible rainfall totals, bob. >> take a look at radar. we are in a bit of a lull that won't last much longer. look at when's coming across virginia and the carolinas. extreme tropical moisture is moving directly toward our region. i well take a closer view and look at the rainfall numbers. just take a look at when's happening. a batch of heavy rain and thunderstorms across portions of frederick county headed to our west. another batch coming from the south. heavy rain to the south of our region right now. that will look at the rainfall totals. some are extremely impressive particularly along the bay. all along the bay corridor, 5, 6, 7, 8 inches in some spots. we've had reports of 10 inches. eastern shore a lot less. it is a quick cutoff. 3 inches or so, 2 1/2 out to the west. right along the bay, just east of the city, harford county

right through eastern baltimore county is where we've seen the high, high rainfall totals. these are just estimates. some areas have had even more. joining me now bernadette woods has had a look at the numbers. some are really incredible. >> even where it falls off, we're talking a few inches of rain. the highest amounts we've seen will be updating these shortly. patuxent 9.2 inches of rain through annapolis. in frederick, over 4 1/2 inches of rain over 3 1/2 worth of rain. this is what bob means it drops off quickly. already a half inof of rain so far -- half inch of rain so far. this lime green is the flash flood warning. officially it's in effect until 6:16. this is more rain on the way. underneath, you are starting to see a pop up now. there is a tornado watch in effect from here all the way over. that's through 7:00 tonight. right into here, orange county

this is on the virginia side of the flash flood warnings. this is something we'll have to monitor when it moves into maryland. the coastal flood warnings are in effect for what you just saw some of the images. with the southeasterly wind, the water is piling up. the winds have come up the last couple of hours. ever since noon they've been increasing 15 to 25 mile-per- hours with wind gusts over 35 miles per hour. that will continue right into the evening. so the high tides will be running a few feet above average. that's all up and down the bay. we'll have the full forecast coming up. mary? winds pushing the bay toward homes in miller's island. sky chopper 13 over the area where people are using kayaks as we saw to get around. captain mike perry has details from up above. captain mike? >> we have right now, mary some pretty significant rain shower right now. [no audio ] >> all right. that's captain mike perry reporting live over miller's island. we'll try to get back.

first warning coverage continues right now. kelly mcferson is following the evacuations related to the system. we begin however with derek valcourt with baltimore county where first responders have been making rescues all day. derek? >> reporter: all over this side, the eastern side of baltimore county, we are here in the rosedale area just off route 40 a while ago. the water would have been up against mid-chest level which is why route 40 in this section was shut down literally. the water is wandering over the median creating a few problems. the water rushed into the parking lot of this tire shop over here. dozens of the tires literally rolled out into the streets. the problems here, just the tip of the iceberg. from dundalk to anne arundel county, the rains fell too fast for many creeks, streams and storm drains to keep up with. >> i didn't believe it at first until i got down here.

>> reporter: route 40 shut down for hours. the scene of a rescue after a driver tried to pass through the floodwaters which quickly rose over the jersey walls. >> i can't believe people are so stupid. you guys are telling everybody be careful around standing water, you know, everything all morning. i've been watching. >> reporter: here at golden ring and stemmers road, there's flooding. this was nothing near what it was like a while ago. this water was up above waist height maybe even higher. it has receded quite a bit. they have someone strapped out and tied to a tree a while ago. they had to throw a tree out. the water was so high. so many cars ruined. this is a one auto body shop right here. all of the cars that were in their lot totally gone. they've lost power here because the rain levels were that high. power has been knocked out. the water's still high. no car as loued back here on this section of baltimore

county. >> along north point road this trailer park looks like a small stream as flooding washed out the road and even filled up several nearby basements. >> the pass is next door. she's got 2 inches of water in the living room. >> reporter: the force of the floodwaters carried heavy debris but retreated almost as quickly as it rose even as the county closed school early. >> reporter: there's lots to be done here along this section of reporting. the tire shops here are busy cleaning up. businesses across the way were filled with water earlier. they've got some cleanups to do. in fact, a lot of these businesses are still without power. they are not alone. we are told some 33,000 people in maryland, a lot of them in the anne arundel county area still without power. tonight there is a lot of work, a lot of cleanup. the crews will be working to restore power over the course

of the next day or so. so this is not over yet. back to you. >> derek, that's certainly right. first warning weather coverage continues live from fells point. kelly mcferson has details for the warnings for people in the area. kelly? actually, we're going abouting to be captain mike perry over miller's island where we can see the water encroaching on people's property. >> we're in a better position now. this is the dead end of miller's island road. and historically whenever we have a big nor'easter or big high tide, these homes always see water in their yard or on the streets down here. baltimore county police and public works officials are monitoring the water levels right now. they are a little bit lower than they were earlier, but they are once again expected during the next high tide to come up and perhaps be impassable. you see some four-wheel drive vehicles. a few moments ago, we saw kayaks going through the

streets. that is for the folks that have stayed here that is historically the way they rolled when this occurs. but later on this evening, baltimore county officials with the tide expected to be extremely high. they openedded evacuations in the past. at this point, we have not heard any order from the baltimore county ese. the evacuation of miller island. they'll wait to see how the water progresses later on into the evening. back to you on tv hill. >> we'll continue to check back in with you. first warning coverage continues now live from fells point. we'll check in with kelly mcferson. you have details for people who live in that area. kelly? >> reporter: police are staged throughout fell's point right now. they are keeping cars away from the water and off of the streets near the water. we're in a parking lot next to the harbor. you can see this is what's happening now. the water is spreading. in the last hour since we've been here, this has gotten worse. the water is spreading, and it's getting deeper.

the poor car here is stranded at the moment. there are many warnings for people throughout the city. streets are shut down in fells point. police are blocking all north/south streets close to the water south. residents are asked to move cars off the streets and into two free parking lots. >> at best, we'll be dealing with flooded basements if we can move the cars up. >> reporter: in mount washington, the western run creek included the evacuation of nine businesses including the post office and gyms. >> informing them that weather conditions weren't favorable and to alleviate the possibility of performing any human rescues. we encourage them to evacuate. so they welcome our safety initiatives. >> reporter: the mayor says emergency crews were dispatched throughout the city preparing for flooding in low-lying areas. she says fell's point is a critical area.

>> so we haven't been certain what we're going to see. we're being very vigilant. we're watching what's going on in other surrounding jurisdictions. we're being cautious and preparing as if we're going to have a significant amount of rainfall and praying that we don't. >> reporter: that complex in mount washington, by the way, will be shut down all day, all night. you can see here the water is still rising in fell's point. two things to mention if you do live in this area and you have to move your car. the city has free parking until 8:00 a.m. tomorrow. those lots are locate ted intersection of fleet and eden. and in the little italy garage on south central avenue. reporting live from fell's point, kelly mcferson, wjz "eyewitness news." people in harford county are also watching the rain. it's creating dangerous conditions there. we ya zhang -- weijia jiang is

live. >> reporter: hi to everyone. every time a big storm like this moves through, havre de grace takes a beating. the people here say just because they have experience with bad weather, it doesn't make it easier to deal with. heavy rainfall flooded much of the town thursday morning. many main streets were shut down. wjz viewers from the area captured images from their neighborhoods. >> the roads were bad this morning. i mean, i had to be to work around 5:00 a.m. and i left at 4:00. they were bad. i couldn't see. took me about an hour and a half to goat get to towson. >> i haven't seen it like this in a while. it's real high out here. it's getting real high. >> reporter: ryan johnson had to pick his three boys up from school just shy of 10:00 a.m. when the havre de grace elementary, middle and high schools were shut down. by 1:00, all county schools were closed. >> i had to walk 'em to school and walk tomorrow get them. they knew it would be bad like

this. they should have canceled school ahead of time. >> reporter: here at the marina for part of the day, the water receded. around 3:00 p.m., high tide stirred it back up. you can see the parking lot is filled with water. city leaders continue to monitor radar with emergency crews and police bracing for the worst. staff members are pulling 12- hour shifts to keep the roads safe. >> we will experience later on this afternoon maybe into the early morning hours a lot heavier rain and more prolonged rain event. >> and they are predicting so much more later. we're really going to be flooded. >> reporter: emergency workers are not concerned above ground. they say the water could cause serious problems way after the storm. that part of the story is coming up new at 6:00. now we're live in havre de grace, weijia jiang, "eyewitness news." weather definitely impacted the commute tonight. let's check in on the roads

right now. here's sharon gibala live. sharon? >> reporter: we have a lot of downed trees and flooding obviously. what's surprising is there's little congestion and no accidents currently working right now. we have debris that is causing an issue blocking main street at route 482. we also have a new downed tree in baldwin at lynch road. another one at pleasantville road. that's blocking all lanes. whitemarsh boulevard at bel air road is blocking the right lane. a bunch of flooded areas north point road between german hill and willow. cars mills men ryan and bell immediate road closed. in glen burnie, dorsey road is closed. pulaski highway at philadelphia and moravia and pulaski. erdman is also affected. in dundalk, between north point boulevard also closed.

the storms are passing over maryland tonight. sky eye chopper 1 rerains over baltimore -- remains over baltimore county. captain mike? >> reporter: more tidal flooding in dundalk, baltimore county off of bear creek. this historically floods even during very significant high tide. you can see some swimming pull damage here. we see county officials out at the water's edge park, which is just up a little farther as billy pans up. you can see the actual playground and park itself is on the end of the peninsula. it's completely flooded. obviously no one needing to use it other than the birds you see there. at this point, they are just continuing to monitor the tidal flooding here in baltimore county and issued no warnings for tonight that we know of. we do expect a higher than normal tide. back to you on tv hill. >> thank you, captain mike perry porting live. the countdown to sunday is

[ female announcer ] never happened -- your bill went up 72%. and o'malley gave the bureaucrat who approved the rate hike a huge raise. now martin o'malley promises we're moving forward. the fact of the matter is our economy is doing much better now. [ female announcer ] really? nearly 7,000 marylanders lost their jobs last month. four years ago, martin o'malley misled us. now he's just making stuff up. bob ehrlich. we can do better.

all right. once again, we're showing you coastal flooding by rain and winds bringing water up the bay and causing the low level flooding. we'll continue at least through tonight into tomorrow before we see the winds turning around and pushing it out of the bay. we've got another at least 12 maybe 16, 18 hours to deal with the high water in any of those communities close to the water. take a look at radar. another batch of moderate to heavy rain up the chesapeake bay. that seems to be the heaviest all afternoon and all morning. right up the 20-mile wide band anywhere from 6 to 8 inches of rain followed right across the bay. harford county, all the way down the bay.

portions of the st. maries, some areas picking up 10 inches of rain. that's been quiet the last few hours as you see, but down to the south, it's moving right toward our region. particularly from baltimore south, moderate to heavy rain moving into along the way. heavy stuff moving up toward the eastern side of baltimore. another heavy batch is moving up toward pennsylvania and it's not that big. even to our south and west, a few more showers with reports of sunshine actually popping out in a few spots which doesn't help because it makes the atmosphere more unstable. take a look at the watches. we still have a tornado watch in effect right now for the western side of the bay until 7:00. they canceled the watch on the eastern shore but we still have flash flood warnings out for then tire region and coastal flood warnings as well. it's all because of the southeast winds touching the bay from one side to the other

side. the wind gusts right now are only 10. elkton 32 and easton up to 32. speaking of the high tides, just came in an hour or so at port deposit. the next high tide's at 1:35 in the morning even though they are going into a low tide. still getting flooding. for the mcreasonry. coming out tonight at 7:16. expect flooding in those areas all because of this train and tropical moisture. look at this all the way through the carolinas up through new england and southern canada. huge amounts of rain, many areas 4, 5, 6, 7 inches and the stream continues across the care row lane thats. we could pick up another 2, 3 inches of rain very likely. all of this tropical moisture coming right from the atlantic and caribbean. west of us almost nothing. just got a report out of cumberland. only an inch of rain. that low eventually starts

it is just after 5:30, 77 degrees and cloudy. thanks for staying with wjz's "eyewitness news." here's some of the stories people are talking about tonight. heavy rain creating dangerous road conditions. a message tonight, do not drive through that high water. in montgomery county, a driver is forced to abandon his car after becoming stuck on a crowded road. the conditions are not expected to let up any time soon. a live look right now at sky eye chopper 13. the winds are strong and pushing water towards homes on the shore. wjz is live with bob turk and bernadette woods tracking live

doppler radar for us. we'll start with bernadette. i think we're going to start with bob with this one. >> okay, bob. >> let's look at radar and show you what's going on with this one. another area of heavy rain is beginning to move in our general direction. it is quiet in the next few hours and that is about to change as more rain is moving in our area. across the southern bay, it's moving from south to north. some unbelievable rainfall amounts are picking up in some areas. we've had over 6 inches. 8 inches, 3 inches along the bay particularly. that's where the heaviest activities occurred. eastern is another 8 inches or so. much lower amounts with an inch to 2 inch amounts but around the bay and east of the city right along that corridor from 6 to 8 and some spots as much as 9 or 10 inches. you can now look at some of the rainfall totals as we've been

trying to update coming in hour to hour. >> in some cases, we leveled out. we've got that break. these are going back up again. patuxent, over 7 1/2 in annapolis. the one that's jumped is hagerstown. now over 2 inches worth of rain. there's been changes on the watch warnings situation. we do still have flash flood warnings with all of the line covering officially at 6:15. a new round of rape comes our way so those could be extended. a tornado watch has been cut back. now is it just in this section right in here. that goes until 7:00. we've seen a lot of the flooding along the coast. this wind is piling up on the bay right now. it's the combination of that in addition to all of the rain that's already fallen. it's creating all of the flood situations. this is not making it any

better. some cases it will stay up until we head into tomorrow when the winds eventually turn around to the north and start to push the water back down with a lot to get to before then. we'll send it back to you, mary. >> captain mike perry tracking the storms over southeast baltimore right now. captain mike, what can you tell us? i know there is a lot to see out there? >> reporter: we've had to move away from the flooded area we were showing you in the area of dundalk. you can see as we're looking to the east now very, very heavy rain shower has moved into the area that's approaching under the visibility less than a mile. it will create a lot of heavy rain. as i look to the south towards bwi, i can see the sky by rain showers. it appears that this little

respite that we had for about an hour, past hour and a half to two hours is about to end. some of the heavier rain showers and heavy rain band starting to move back into the area. i don't know how much longer we'll stay up but we'll stay up as long as we can and give you pictures as long as we can do it safely. >> good advice. flooding is the biggest concern right now. we move into the evening and we expect more rain. derek valcourt has been monitoring the changing conditions all day. let's go back to him in rosedale, baltimore county. >> reporter: we just started getting more rain in the last few minutes. we had a two-hour break from the rain. that immediate quite a difference. traffic has now reopened along route 40. the pictures you are seeing are now different from what we were seeing earlier this afternoon. that's when route 40 had top shut down. so high in fact that it was literally over the jersey

walls. one driver tried to go through it and no surprise she got stuck and had to be rescued. the rains overwhelmed a nearby creek flooding out the roads, homes and nearby businesses. lots of cars and an auto shop ruined there. then more trouble along north point road where several sections of the road had to be shut down to traffic. a trailer park looked like it sat in the middle of a pond. several basements there were flooded in a field. a lot of cleanup for a lot of people. meanwhile, many people tonight find themselves without power because of all of the flooding. the floodwaters rose quickly in many roads that started to ruin the electrical equipment inside. bge with 33,000 people in the area throughout central area have lost them in the area. there's a lot of areas in the day to do cleanup after the

massive storm. a lot of torrential rain on us here in eastern baltimore county. derek valcourt, wjz "eyewitness news." >> we have a quick update before we go to the next story. harford county schools you saw the flooding in weijia jiang's story. harford county school wills open two hours late because of the flooding. let's go now live to jessica kartalija with the pictures you've been sending in of flooding around the state. jess? >> reporter: as [ whistle ] has been showing you, the flooding has affected many areas of the state. julie brown of stevensville, maryland sent in this picture of her flooded out yard. how about this shot from rising sun in cecil county? linda sent this shot of what appears to be a slowing creek along post road. this is a dramatic shot of middle river as the storm surge pounds against the land. people living along the bay are closely watching those high

>> reporter: 16-year-old annie mccann left a note at her virginia home about running away in october 2009. her body turned up behind dumpsters ahand a housing project. dna on a bottle of back teen shows she drank that even though it was meant for her newly pierced ears. >> over the past year, we have been able to prove that annie could not have killed herself by drinking bactine. there was an enormous amount of lidocaine in her system. >> reporter: bayer, the maker of bactine says there isn't enough lidocaine in the 5 ounce bottle to kill a person so they are asking how could she have overdosed on the substance. witnesses in virginia and maryland say annie was seen with a woman who look like this and two baltimore teens told police they saw annie dead in the back of her parents volvo

so they ditched the body and took the car. the parents say there are inconsistencies in the police investigation and think the death involved foul play. >> annie was the victim of a sophisticated predator with a plan. >> reporter: the family says it will sue claiming police jumped to conclusions and did not track down leads. >> 8 to $12 million for pain and suffering as well as punitive damages rising from the city's cruel failure to investigate annie's death. >> reporter: the mccanns say if they win, they will increase the $10,000 reward by millions. suzanne collins, wjz "eyewitness news." >> the police declined comment on the investigation or on the pending lawsuit. rutgers university is in shock after what drove a freshman student to suicide. vic is in the newsroom with what police say led to it and how other students may be involved. vic? >> reporter: new york police confirmed the body of tyler clementi was pulled from the hudson river. they say the 18-year-old committed suicide after a

sexual encounter with a man was streamed live over the internet. the new jersey community is trying to come to grips with this. >> you know, normal kids. i was shocked when i heard what happened. >> it was a good kid. terrible. >> i don't understand why anyone would do that. >> prosecutors say the couple used a web cam to transmit the images over the internet. they face up to five years in prison. a new jersey gay rights group called clementi's death a hate crime. five months after the failed bomb plot in times square, the fbi developed a prototype to show what could have happened. the fbi released the video showing the debt nation of a bomb similar of the one builtly

faisal shahzad. on may 1st, he planted the car bomb in times square but the bomb never went off. the fbi says the results could have been devastating. the fbi planned to kill at least 40 people with the device. now that maryland is officially in the slots business. others are popping up. pat warren reports a new poll shows most marylanders would approve of table games. >> three, two, one. [ applause ] >> reporter: governor o'malley cut the ribbon at the hollywood casino in perryville. but a 67% cut of the casino's take which critics believe made it difficult for the state to attract bidders. add to that new concerns maryland is trumped by card games at casinos in neighboring states not to mention the biggest license holder may be shut down by a ballot question on whether to allow slots near arundel mills. >> we shouldn't be bullied into
